Women's organization reacted to the regulation that sexual abuse is punishable by "chemical castration". Equal Life Association and Karabağ City Council president Nazik Işık commented on the issue and said, "We had difficulties concerning the definition of rape in the past. As Women's movement, we managed to add all these to Turkish Criminal Law that became effective in 2002; however, we have still faced somethings which the AKP's conservatism has tried to impose on us.
"The regulation that published in the official gazette is particularly against those who convicted sexual assault, child sexual abuse, sexual intercourse with minors. There were several articles in the former regulation. According to these articles, the people those who convicted the crimes reated to child abuse could work in a position to be protective of children, for example, they could work as teachers. These articles have been changed in the new regulation. According to new articles, offenders must be kept away from the victims and not be kept the children in same place. And these changes are positive."
Nazik noted the problematic parts of the regulation: "The problematic parts of the regulation are related to the treatments. They are said that the psychiatric and pharmacological treatments can be applied. We're talking about treatments with drug-free and drug. There are problems in terms of human rights and several questions are emerging about the treatment such as can administering these treatments put an end to "the rape in the society and child sexual abuse? There are also some issues related to European Convention onhuman Rights."
Nazik stated that sexual assaults don't arise out of hormone disorder, she said"To solve this problem we should ask why do men rape? whom they rape? I have worked for a women's center for seven years and I haven't seen any man who raped as reason of hormonal disorder or motive control disorder. Maybe there are some men, who have hormonal disorder or motive control disorder, but I haven't seen them yet. Of course, hormonal disorders, libido disorders are major psychiatric disorders. We are still discussing whether the pedophilia is a disease or not."
Nazik also talked about Divorce Commission Report and the decision of the Constitutional Court and she said, "They want to make the age of consent as 15 years old a current issue. All people those who are under 18 years old are still children."
